Permanent Error From One Domain

Permanent Error From One Domain

I keep getting a Permanent Error from qtm.net/acd.net when I send to it. Rarely does anything get through to my friend. Bare bones test or forwarding a simple article link the result is Permanent Error only from this one domain. Comcast keep "working" on it and I have to repeat the problem each time I go to another level. I even tried the Comcast Security Agency and that did not work or end well at all.

 Comcast has 5 abusers whose IP address comes back to Comcast. Why doesn't Comcast take action? I have been bounced around for several days now. I can receive but NOT send (about 8 times out of 10).
