Not receiving emails from my work email address - Comcast says it is a Microsoft/Outlook issue - is that right?

Not receiving emails from my work email address - Comcast says it is a Microsoft/Outlook issue - is that right?

For the last two days, my work emails are not being received by Comcast users.  I am using Outlook 2013 for my work email. I do receive a message "

Delivery is delayed to these recipients or distribution lists:" from Microsoft Exchange Mailer Daemon several hours after sending the email.

 

Is this truly a MS issue and if so any suggestions as to how to fix?  And yes, I have changed my SPAM preference so that SPAM will not be deleted.
