Lost Address Book. Screen said "403: could not sign user in"

Lost Address Book. Screen said "403: could not sign user in"

When I swapped out  newer modum/wifi equipment with Comcast all my emails moved but when done I was not able to open my Address Book. The screen said "Oops 403: could not sign user in". Cannot see where the sign-in would be.
