Two ways to go here-----------you can click, drag and drop the message from the list to the folder, or you can select the message in the list, and in the toolbar click on the icon that looks like a folder with an arrow in it.

Ive also not been able to do it by click & drag to folder (which worked so nicely in old version)   I do find it work by LMC on the target mail, then select icon at top with arrow pointing into 3 sided square (not very intuitive to me) then selecting folder.   I want my old system back.

Try using a different browser.  There is an issue right now with drag and drop depending on what browser and what operating system you have.
