tThere is only one scroll bar.

Located.or should be..

 

on right side of of screen as one faces the computer

Note thatthis absence occurswhen forwarding only.

When you are in the Forward screen, in the toolbar click on "Options".  Do you have it set to send as Plain Text?  If so, select as HTML and see if the scrollbar reappears.
