I keep getting unwanted emails from senders that I have previously identified as SPAM. How can I permanently block these senders?

If you mean garden variety junk mail, just keep marking them as Spam when they get to the Inbox folder.  It helps to train the filters and takes time to work.  If you mean messages from an individual then you could set up a filter to dump their emails before you even see them.
