2013 Macbook Air Problem with Outlook via Comcast

For some reason, my 2013 Macbook Air keeps reloading the same amout of previously deleted emails. I am using my comcast.net email account via outlook. It is the same 13,000+ emails each time. After they are reloaded, I delete them from my inbox. Then I permanently delete them from my trashbin. 

 

Are they getting looped by the server somehow? Please help. This is very time consuming to deal with and my machine is too old to keep processing all this info.
