Not Getting The Internet Services We Paid For

WHY CAN'T COMCAST DELIVER ANYTHING CLOSE TO WHAT THEY PROMISED??? 

  We paid Comcast 7 million dollars for a 8 year bulk contract that among other things promised 1 Gig (1,000 Mbps) symetrical internet services, but now over a month after that new installation and three more visits by comcast to our home we still can't get any more than 50 Mbps to 200 Mbps download and 35 Mbps to 45 Mbps upload internet speeds. They've changed out our XB6 Gateway three times now and we are using a brand new top of the line desktop computer that is hardwired. Comcast's final word is that if we want what they promiosed and we paid for, we must pay them individually an additional $3,768. annually for their top of the line Business class services. WHY CAN'T COMCAST DELIVER ANYTHING CLOSE TO WHAT THEY PROMISED???
