Comcast tech cut my wire to install neighbors, then wrote my address on it

I've been without internet since tuesday. I thought it was due to the storm. However, after speaking to a comcast rep and realizing there were no reported outages. So, I walked out to the box in my backyard to see the top hanging off, my wire cut, a new wire going from the box to a neighbor two doors down. This new wire has my address written on the tag of "1347". The owner's address is 2347. 

 

Comcast unable to send a tech to fix until next week. How can I escalate this issue to have it fixed ASAP? As this is entirely fault of the tech, I think it should be priority, no?
