"We’re sorry, it looks like you'll need some help completing your order" while trying to upgrade

Trying to view upgrade paths for my internet. Been getting that message for at least a week now when clicking on "Shop/Upgrade". Tried different browsers and different machines. Called in and after being transferred around a few times, no one could help me. See attached file for complete error page.
