new service plan not yet implemented

after my first year contract expired, i was contacted (i think on july 27) and offered new plan at $69 per month (fo the same service). my agreement was also verified by a 3rd party confirmation. however it never got implemented and i keep getting the $104 per month bill. i called in eary sept about this. after speaking with 3 different agents i was told that a 4th agent will call me. the 4th agent never called. the 3rd agent had promised that she will follow up in a few days. she never did. so again i am contacting to ask that my plan be switched to the $69 plan that i signed up for on july 27 and the extra charges these past months be refunded to me. naveen <Edited for violating forum guidelines: "Personal Information"> (<Edited for violating forum guidelines: "Personal Information">; <Edited for violating forum guidelines: "Personal Information">)
