Why can't Comcast get anything right with billing?

I have been a customer for quite a few years.When I signed up for your service,Comcast had an introductory offer that sounded good.It was for 2 years if I am remembering correctly.After the introductory offer expired,I called to reduce my services to something more reasonable,as the regular price for the services was more than my Family and I could afford.That is when the problems started,it became a constant battle staying on the phone with representatives for hours at a time,only to see my bill increase.I had initially asked for DVR service when I signed up,upon arriving at my household,the Tech informed me that "we had to have an HD/DVR installed to receive the local channels",I told him that I did not order the HD,only an DVR and was not paying for it.He informed me that i would not be charged extra for the HD,as it was necessary to receive the local channels.After the promotion ended ,i was constantly charged for the HD service,I would call ,get a credit,and low and behold  the charges would show up again,and other fees would show up on my bill.I recently decided to take back the modem and purchase my own,returned the HD/DVR for a regular tv box,and returned the additional outlet boxes(2) and moved to a lower tier phone package to reduce my bill.I talked to a rep.who seemed very knowledgeable,and this person claimed that my bill would now be around $140.00 a month after fees and taxes.I was pleased,and asked the rep to prorate me for the months billing so that I would not get behind on my payment.The rep did as asked and I sent in the amount that I was told only to see a bill that showed I was in arrears.I am now holding a bill for $260.25 showing $58.69 balance forward and regular charges of $184.10! This is for basic phone,blast  internet,and regular cable? I AM FED UP WITH THIS COMPANIES HORRID BILLING AND CUSTOMER SERVICE! I WANT TO BE ABLE TO CHOOSE WHAT  I WANT,AND NOT SOME PACKAGE THAT INCLUDES THINGS I DON'T NEED OR WANT! WE HAVE NO CHOICES IN THIS AREA,BUT WE SHOULD HAVE SOON,AND I GUARANTEE THAT COMCAST WILL LOOSE A LOT OF BUSINESS WHEN OTHER COMPANIES MOVE INTO THIS REGION.I WILL BE ONE OF THEM!
