Paying broadcast tv fee for internet only service?

I switched to internet only service on 9/12, and all the bills I have received since then have included a $7 monthly "broadcast tv fee."  

 

Why is this?

No response at all from Comcast.  Others who have posted the same issue have received requests to message Comcast employees in private, but I've heard nothing yet.

And, of course, I just found a thread stating that new forum members are prohibited from sending private messages to Comcast employees:

It's the kind of customer service police we've come to know and hate from Comcast.
