One more technician fee charge issue

I started new TV/Internet service and i didn't have any signal in my apartment. I called Customer Support, we tried all troubleshooting and they told me they cannot see my equipment on their end. Customer support representative told me he needs to send technician and if the problem is with installation (not equipment setup) there will be no charge. Technician came and check everything and he told me cable was disconnected in some box outside of my apartment. After connecting the cable he checked signal, everything was fine but I'm charged for something I'm not responsible for and I was told I will not be. Explanation from some supervisor is that he mesured my signal and did some training to me. Come on...
