Offers for existing customers who are not under contract

I am trying to get some help discussing my billing. I am out of the contract period now and need some details on what is available to me as a long time customer. There are other options of providers so before I get into another contract I wanted to know what offers could be considered. I prefer email to calls but tried the chat and went around and around with representatives who really were not very educated about their offers, my current services and my needs. I was promised calls backs but did not receive them. I received a note from a Comcast Employee on my Customer Service post and sent my information back via private message as instructed but have not heard anything else yet. I need to get this taken care of as the offer from another provider is only good for so long.
