Not getting what I signed up for

A few days ago I was quoted by an agent for 100mbps internet at 44.99 plus $10 modem rental fee for 12 months. I had the installation this afternoon and I'm only receiving about 20mbps. I spent a couple hours on the phone being bounced around different departments to basically be told that what I was offered and signed up for is not available. I feel I should be given the price I was quoted for and signed up for and I am hugely disappointed and annoyed that little to no action is being done to resolve this issue.
