Need to get Services restored

I Just recently started a new job,  but there is no pssible way i can afford to pay over $400 all at once to get services restored,  i need some type of installment plan like i'm currently doing with my cell phone provider,  they are adding a small bit extra every month until back balance is paid down and they restored my service.  can i get some help with this.  not even sure how my bill got so high.   i made the payments and they bounced back both times from my bank.  now i'm in a huge hole with it...
