In home service fee

So very confused. We had issues with our internet time after time again and made calls several times to which it did not resolve the issue so they sent out a tech. The tech came and switched around and fixed a wire on the Comcast rented router and we were charged a fee. We weren't notified by the person on the phone or the tech about this. What is the deciding factors of being charged? We have had a technician come out before to fix a faulty router and weren't charged then so why this time?
