How long do I have to be canceled to be considered new costumer?

The difference between my current plan and the same plan offered to a new customer is getting to the point where it makes sense to leave Comcast and then rejoin. There is probably some time period that I would have to wait before I would be considered a "new" customer who can take advantage of the new customer options. What is the time period I would have to wait before I would be eligible for "new" customer discounts?

I've tried called and have items removed but have been told that it would just make my bill go higher. Every time I call and get set up with some new promo I get new things added that just makes my bill skyrocket once the promo runs out. I would like to go back to a simple double play option but not allowed unless I'm a new costumer. I'm willing to deal with AT&T while I wait to me eligible again.
