HSI National Sik Charge on Billing?

Dear Customer Service,

 

I was looking through my billing statement and noticed a $14.99 charge for HSI National Sik Charge. What is this and can I have it be removed? When I ordered Xfinity Internet, I selected the option to use my own modem and router along with a self installation kit at no cost (which still hasn't arrived! Haven't received any notification about it in my email as well so I haven't connected my modem and router yet because of it).
