Failed self installation?

I recently got comcast. After some hassle because apparently the previous resident did not disconnect before leaving, we got set up and running. For a week everything has been fine until i got home this afternoon and the internet wasnt working. After calling the help line they decided to send a technician. However they wantto charge me 60 dollars. The internet worked fine this morning. Why am i being charged for them to fix their service?
