Existing Customer vs. New Customer Fees

I'm trying to manage my monthly bills and remembered that the Xfinity customer service rep at our local location had told me that my current plan was changing and would be increasing in August.   I didn't have time (at the time) to mess with it but now as I'm looking at removing cable and only doing internet, I see the cost is different for new vs. existing customers.  Why is that?  A new customer would pay $59.99 month for 200 mbps but if I change my service to just internet of 200 mbps it's quoted as $96.95 per month.  How do I get the $59.99 price?
