Eco-Bill False advertising

This is my second year with comcast and I recently had a move and downgraded to Blast! for $39.99 (as promised by the sales rep with the eco-bill discount). I've been on auto-pay and eco-bill since last year, but the paperless billing must've gotten switched off when I downgraded. Regardless, I turned it back on immediately and called to ask about the discount, which hasn't been applied. The representative then told me that I was lied to and that they do not offer eco-bill on Internet only plans. Please comcast, the eco-bill discount means a lot to me because I'm a college student, and this is more an issue of credibility and principle. I cannot believe you'd say something to get me to sign up and then immediately tell me you can't honor it.Pleaes get back to me.
