Billing For Personal Modem

I purchased a cable modem several years ago from Best Buy. I had to call them in order to have it authorized. Now after a couple of years they are charging me a rental fee for my personal equipment. Looking on the forum many other customers are having the same issue (262 posts and over 38,000 views). After being on the phone and transfered two times, I am not finding anyone to resolve this and answers range from they can't to Comcast owns it. I have sent a complaint to the FCC and would encourage other experiencing this problem to do the same. This practice and resolution is highly unethical if not fraudulent.
