60 dollar service charge for no service

Comcast had a power outage on Nove 16 - 20 in my area.  After that issue my internet was not working correctly and cable was not working.  The technician came out and said I would automaticly be charged a service call because it was not comcast fault.  He also wanted to charge me an extra fee to do new wiring to make the rooms work again.  I said not because the wiring that was done by comcast it was working fine.  I felt he wanted to charge me more money on top of the service fee.  I was told by customer service that no matter if it's my fault or not.   I will be charged $60 each time a tech comes out.  It went to the resolution team and they denied my response.  I am charge for a fee that I feel was not my fault and if your service stop working because of a previous outage why do I have to pay for that fee.
