French Canadian TV channel

Please explain why Comcast offers channels like Aljazeera and many other foreign channels, BUT not Radio-Canada the National French network for the millions of Canadians that spend 6 months of winter in Florida, Texas, Arizona & California. 

 

Because of this most of them use illegally the programming from SHAW DIRECT a Canadian satellite dish provider.

 

For those of us Canadians that prefer to not break any laws we are deprived of watching French Canadian programming for daily newscasts etc.

 

Could there exist some type of colusion? or is this just an overlook by Comcast that could explore offering this service to the Canadian Snowbirds in the near future.

First, there are so few people who want that why would Comcast bother. Second, since Shaw isn't sold in America is not illegal in any way to watch it lol.
