For some reason my bill does not arrive. I eventually get a call and then pay the bill over the phone.

If you're saying your bill doesn't arrive in the mail it may be because you signed up for Ecobill [paperless billing]; you should be notified by email that your bill is ready. You should be able to find a copy of your bill under My Account.
