Increase in monthly bill with poor service

Suddenly my monthly bill has increased by $15 with no reason.

Sadly I have issues with my current network connection as the internet connection is highly inconsistent. Requested a maintenance visit and the network engineer who visited the premises, examined the cables and said that its a known problem and he can't do anything about it since they have to rewire the entire network. 

I have 150mbps connection; whereas I hardly get 50mbps; that too with a high level of inconsistency. 

With this; a $15 increase in the monthly bill is not acceptable at all. When checked with comcast customer service, they claimed that my promotional period ended. 

So I have to pay additional dollars for speed that's way less than I was promised and that too a highly inconsistent one. This is not acceptable at all.
