I still got charged even sales agent waved the 60 dollar installation fee

The sale agent told me she got her supervisor's approval to wave the installation charge ($60). But I still got billed for this installation. I called the accouting department said the sale agent should not offer me the promotion. I just don't understand. should the sales and accounting be agreed with each other. do they both work for the same company (Xfinity)? Did the sale agent make false promise? I am very confused. Please clarify. Thanks!
