Customer retention

My fiancé and I have both spoke with the retention department and are frustrated that the best they can do to try to retain us is give us $10 off a month. Our services went up over $40 a month and new customers are being offered the exact same package as us for over $40 a month less. How long do we have to leave to be considered new customers and is there ANYONE in the retention department that can do better that what we were offered?
