Charge of $50 for a technician to fix a problem that is Comcast's fault?!?!?

Charge of $50 for a technician to fix a problem that is Comcast's fault?!?!?

Can someone please explain to me how they can charge you to have a technician come out and fix my cable when it is COMCAST's fault??!?!?!?

A long time ago calls were free.  then it went to if the problem is in your home its your responsibity as you own your wiring.  Now it seems like if they roll a truck they charge.  i will try to get some clarification on this.
