Billing Confusion

19 days ago (Dec. 19), I received my first months bill for $0.36. Today, I received a reminder that I am 16 days past due and now my bill is $70.45. I expected it to be that much, but I haven’t had this service for a month yet and I expected the bill to be due on the first. What gives?
