Actually, I'm not sure how accurate that is. I just checked, and it offered the choices of 6Meg/384K and 8Meg/768K for $10 more. But I'm pretty sure I remember the upload speed of the 6Meg service being increased to 768K last winter.
Doesn't matter if the site uses IPv6, the internet doesn't route it.
Vista by default enables IPv6, unless you disable it, it will give you that message, but it is cosmetic only, has no impact. Theoretically something could go wrong and it would try to do DNS lookups and the like via IPv6, timeout, then do IPv4, so to not have to worry about it, I always disable it.
Most likely the site your uploading to caps each session to conserve bandwidth. Try some other places. If the speedtest shows you hitting 2 megs then you're likely fine. I'm assuming you're uploading at 75kB/sec (bytes) which is just over 1/2 meg.
