Verification code not sent This Mobile Phone Number already exists

I got the subject line: Verification code not sent This Mobile Phone Number already exists, AFTER it had sent the verification code to my mobile phone. My question is why can't one mobile number be used for all my accounts, and secondly, why does it say ' Verification code not sent ' after it sends the code ?
